The European Commission’s upgraded Import Control System (ICS2) was fully implemented on June 3 of this year, marking that all goods entering the EU, Northern Ireland, Norway, and Switzerland by sea, inland waterways, road, or rail must now be electronically declared through the ICS2 system by submitting Entry Summary Declaration (ENS) data. What is ICS2?
ICS2 is a new EU customs pre-arrival information system, officially known as the Import Control System 2, or the second generation of the EU’s Import Control System. The ICS2 system requires that all goods destined for the EU provide comprehensive and accurate declaration information at the time of shipment, collecting data on all goods entering the EU before they arrive. Therefore, goods being exported to the EU by air must strictly comply with ICS2 system usage rules.
What are ICS2’s requirements for air transport declarations?
Economic operator of the goods must provide "pre-loading advance cargo information" (PLACI) in addition to submitting an "electronic entry summary declaration" (ENS) through the ICS2 system in order to meet the EU customs data submission requirements for goods prior to their arrival.
The following details must be submitted to ICS2 at least 24 hours before shipment:
Shipper's/Sender's name and address
Consignee's/Recipient's name, address, and EORI number
Number of packages and gross weight
Description of goods (name, origin, specifications in clear language)
Six-digit HS code
Transport reference number (House Airway Bill/Master Airway Bill)
How to Prepare for ICS2 Declaration?
